Law Enforcement Community
Law enforcement, as other first responders and transportation operation professionals, foresees emerging challenges in areas of:
- Adapting to interoperable communications and forming first responder partnerships
- Public acceptance and adaptation to advanced transportation technologies
- Changing legal and operational regulations as technologies are deployed
- Training and Continuing Education of law enforcement personnel
- Funding of necessary systems, equipment, and personnel
Law enforcement serves as the first-line authority in general transportation operations, event management, emergency management, and incident response and management. With their broad enforcement and arrest authority, law enforcement professionals are uniquely engaged in the total spectrum of transportation operations and safety, including the fundamental elements of advanced planning, or ‘pre-event’ interventions.
Police agencies are also involved in the day-to-day operations management and surveillance to identify infrastructure and technology applications deficiencies. As partners in transportation operations centers, and through operations monitoring and surveillance, as well as direct field observation, law enforcement professionals identify operational deficiencies and continuing operations activity.
Experience gained through direct observation of driver behavior and crash and incident investigation, police professionals provide invaluable insight in the development of public policy and transportation laws and regulations. Through partnerships with allied public safety agencies, and allied operations support services, law enforcement helps guide multi-agency and multi-discipline overviews of technology applications in transportation operations and incident management.
Enforcement professionals also identify important public education opportunities through partnerships with transportation operations agencies, research institutions, the courts, and educational outlets.
Within the transportation operations environment and associated advanced technologies applications, law enforcement partners will play increasingly important roles in all areas of technology evaluation and in the important area of public adaptation to advanced technology applications.
As front-line partners in incident response and management, law enforcement serves a broad range of key functions. Law enforcement personnel are typically the overseers of planned events, and the first responders to unforeseen incidents. The responsibility of law enforcement is extensive. They immediately assess the incident situation, are the first to aid victims, and are direct follow-up calls for additional responders and support personnel.
Partnership and Collaboration
Within the transportation operations environment, advanced technologies will require public policy adaptation to promote and support interface and interoperability goals. Through inter-agency and inter-discipline collaboration first responders serve as a foundation for public policy evaluation and development.
As transportation operations partnerships are strengthened, the opportunities for technology-based interventions for operations safety emerge. The transportation operations community will continue to integrate technology-based infrastructures and systems with law enforcement and other first responder partners adapting and realizing increased operations benefits. Technology-based opportunities for operations improvements transcend six areas, including:
- Quick Response: real-time identification of incidents or impending incidents
- Response Management: systems that facilitate immediate assignment of response equipment and personnel
- Scene Management: remote management of on-scene activity and clearance operations, while preserving incident evidence
- Zone Management: minimize halo effects of incidents through public information systems, detouring systems, and zone-management systems
- Clearance and Restoration: efficient clearance of scene, and the restoration of safe traffic flow
- Data Archiving: collect, categorize, and archive incident data for performance and evaluation applications
